2. On average, how low does the temperature fall in Windsor in January?

Our weather sample for Windsor (2015-2024) shows an average January low of -6 °C. Cold-climate heat pumps are tested at low temperatures, so check the rating at your coldest days, not just the average.

The 2021 Census counts 35,315 renter households out of 94,275 in Windsor. Many rebates go to owners, and some programs have separate rules for landlords and tenants.

The requirements document lists no end date, but the program's other streams close in late 2026, so check the program page before you sign a contract. Pre-approval is mandatory: an installation done first earns nothing.

Windsor homes

The 2021 Census counts 34,370 owner-occupied detached houses built before 1981 in Windsor, 72% of households in an eligible type and 63% owning. 7.2% report needing major repairs, one of the higher rates in our data. A house needing repairs may be a good moment to plan the ductwork and electrical service for a heat pump.

Electrical capacity

A heat pump needs electrical capacity, and an older house may have a small panel. The program requires installation to meet code and permitting. Ask the contractor whether a panel upgrade is needed, and what it costs, because it is not part of the rebate. Photos of the existing electrical or heating equipment go with the pre-approval.

Milder winters, wider sizing choice

With a January low of -6.2°C and a record of -28.0°C, a cold-climate model covers most of the winter. Gas and propane homes can choose sizing options A to D, and oil, wood and electric homes C or D. The program's cold-climate rules still apply to every model.

Rented systems

A rented heat pump is eligible for any primary heating fuel at $500 per ton up to $2,000 for air-source or $3,000 flat for ground-source. The signed rental agreement replaces the invoice at the post-installation step.

Photos and nameplates

The pre-installation application needs photos of the existing heating equipment and its nameplate. A Windsor home with an old furnace should have the nameplate legible before the contractor visits, and an electrically heated home needs baseboard photos from at least three areas. Missing photos delay approval, and the work cannot start until approval is in writing.

After the install

The contractor has 30 days to file the post-installation application with the final itemized invoice, photographs of the installed equipment and the thermostat, and installation details. Windsor owners should ask for the filing date, and the cheque follows within 60 days of approval.

How to claim in Windsor

  1. Check whether your electrical panel can take a heat pump.
  2. Confirm eligibility on the program's short form and get the list of participating HVAC contractors.
  3. Choose a contractor from that list. Ask for a load calculation and the NRCan sizing tool form for each outdoor unit.
  4. Wait for written pre-approval before any installation starts.
  5. After the install, check that the contractor files the post-installation application within 30 days, with the final itemized invoice and photos.
