What you can claim in Burnaby in 2026

Whole-home heat pump
Must replace electric heat such as baseboards or an electric furnace, meet 100% of the heating load at -5C and be installed by a Home Performance Contractor Network member.
Partial heat pump
For a heat pump that covers at least half of the heating load while replacing electric heat.
Limited-time bonus
Extra money on heat pump installs completed between August 1 and October 31, 2026.
Income-qualified switch from gas, oil or propane
CleanBC pays by income level (Level 3 / Level 2 / Level 1) for a central or three-head heat pump, for invoices from July 6, 2026.
Insulation
Attic, wall and basement or crawlspace work, paid per R-value added per square foot. Homes heated mainly by electricity only.
Windows and doors
$100 per opening, with a U-factor of 1.22 or lower.
Heat pump water heater
Only when it replaces an electric water heater.
Solar panels
$1,000 per kW, capped at half the cost, from an HPCN member installer.
Battery storage
Up to $1,500 on its own with solar, or up to $5,000 with Peak Saver enrolment.
EV charger
50% of a new wall-mounted Level 2 charger, plus $200 for a power-management device.

Houses, townhouses and strata are treated differently
BC Hydro's Home Renovation Rebates cover houses, and BC Hydro lists condos and apartments as excluded from them. Strata owners instead use BC Hydro's separate Condo and Apartment Rebate Program, and our strata guide covers the amounts we verified. If you own a detached house or a townhouse with its own meter and heating, the house rebates below apply as long as it is heated mainly by electricity.
Burnaby's housing in numbers
The 2021 Census counted 101,135 households. 60% own and 40% rent, and 35% live in homes built before 1981. Only about 19% live in detached houses, and 9,220 of the pre-1981 homes are owner-occupied detached houses. Those 9,220 houses are the realistic target for the insulation and window rebates. Another 6.0% of households reported needing major repairs, which is above the share in Surrey (3.8%) or Coquitlam (4.4%).
If you rent or live in a building you do not control
Tenants cannot apply for a heat pump or insulation rebate on a building they do not own, but a BC Hydro account holder in a rental house can apply or sign a consent form for the account holder. Renters on lower incomes may qualify for free upgrades through the Energy Conservation Assistance Program, and BC Hydro's Peak Saver offers free thermostats for baseboard-heated homes from October 2026. Ask your landlord whether they intend to claim an upgrade before you spend your own money.
Climate: very mild, record low -16.2
