What you can claim in Victoria in 2026
Amounts come from the program pages we re-read on October 2, 2026. Each card is a maximum, and most depend on how your home is heated.
Whole-home heat pump
Must replace electric heat such as baseboards or an electric furnace, meet 100% of the heating load at -5C and be installed by a Home Performance Contractor Network member.
Partial heat pump
For a heat pump that covers at least half of the heating load while replacing electric heat.
Limited-time bonus
Extra money on heat pump installs completed between August 1 and October 31, 2026.
Community top-ups (select postal codes)
Select Victoria neighbourhoods only. Heat pump top-up, plus $1,750 more on a Level 2 EV charger and double appliance rebates.
Income-qualified switch from gas, oil or propane
CleanBC pays by income level (Level 3 / Level 2 / Level 1) for a central or three-head heat pump, for invoices from July 6, 2026.
Insulation
Attic, wall and basement or crawlspace work, paid per R-value added per square foot. Homes heated mainly by electricity only.
Windows and doors
$100 per opening, with a U-factor of 1.22 or lower.
Heat pump water heater
Only when it replaces an electric water heater.
Solar panels
$1,000 per kW, capped at half the cost, from an HPCN member installer.
Battery storage
Up to $1,500 on its own with solar, or up to $5,000 with Peak Saver enrolment.
EV charger
50% of a new wall-mounted Level 2 charger, plus $200 for a power-management device.

Old buildings, few owners
The 2021 Census counts 4,515 owner-occupied detached houses built before 1981 in Victoria, a smaller pool than the share of old housing suggests, because only 40% of households own and just 14% live in detached houses. 6.2% reported needing major repairs. For those 4,515 houses the BC Hydro insulation rebate (up to $5,500) and window rebate (up to $2,000) apply if the home is mainly heated by electricity.
Top-ups in select Victoria neighbourhoods
BC Hydro pays more in select Victoria neighbourhoods but does not list them by name. Type your postal code into BC Hydro's postal code checker to find out. In a qualifying area, a house heated by electricity earns $4,000 more for a whole-home heat pump or $1,500 more for a partial one. Also, a Level 2 EV charger at a single-family home gets a $1,750 top-up (up to the full cost) on top of the $350 rebate, if you apply between August 4 and December 31, 2026 and enroll the charger in Peak Saver for its $250 bonus. And select ENERGY STAR fridges, washers and dryers get double the regular rebate (see our BC appliance rebates page). Owners claim these, so renters should pass this on to their landlord.
If you rent
A BC Hydro account holder in a rental house can apply, or sign a consent form for the account holder. Tenants do not own the walls, so the useful tools for renters are the free upgrades for low-income households, Peak Saver's free thermostats for baseboard-heated homes starting October 2026, and asking the landlord whether they plan to apply.
Mild winters, high sun hours
The January average low is 3.0°C and the record low in 2015 to 2024 was -10.6°C, the mildest pair of numbers among the cities we cover. Solar yields about 3.65 peak sun hours a day. A heat pump will rarely need its backup here.
Gas and electric
Victoria electricity is BC Hydro. If your house burns gas, oil or propane, BC Hydro will not rebate a heat pump, and income-qualified households use CleanBC at $3,500, $7,000 or $13,000.
