What Quebec City homes look like
The 2021 Census counted 265,710 households in the Ville de Québec.
- Owners and renters. 51% own and 49% rent, a much higher ownership share than Montréal.
- Houses. 80,885 households (30%) live in single-detached houses, 17,110 in an apartment in a duplex and 120,775 in apartment buildings under five storeys.
- Older homes. 135,525 homes (51%) were built before 1981.
- Repairs. 13,510 homes (5%) needed major repairs.
The median household total income was $70,500 in 2020, before tax.
Insulation and windows for a house
Under Rénoclimat's terms in force since October 1, 2026, a house can get up to $2,000 for the roof, $7,000 for exterior walls, $2,500 for foundations and $300 per window up to $4,500. A pre-work evaluation is no longer required, but the program recommends one and offers a grant of up to $500 for it. The Québec government's page says to keep eligible work and the contractor's signed compliance form, because the new online portal was promised for this fall and was not open yet. For the roof, LogisVert also pays $1,500 for insulation and caulking, so we count only the larger of the two.
Heat pumps and thermal storage
LogisVert pays up to $6,700 for an ENERGY STAR heat pump on Hydro-Québec's eligible list, with a 5% bonus if you combine at least two measures in one application. For central heating, an electric thermal storage system earns $15,000 and one paired with a central heat pump $22,000, deducted by the authorized installer from the invoice. Other LogisVert grants cover solar at $1,000 per installed kilowatt (up to 40% of the cost), an induction range at $250, and a heat pump dryer at $250. The portal is only in French.
Backup power and the new flood stream
Rénoclimat's new terms add up to $1,000 to connect a backup power source and up to $4,000 for a fixed battery, for principal residences and multi-unit buildings. The Adaptation stream pays for flood prevention: a submersible pump with a battery (up to $1,000), a backwater valve (up to $700) and a removable flood barrier (up to $800). Homes in a flood zone can take the guided path, which starts with a mandatory climate resilience diagnostic of up to $1,000 and then pays up to $35,000 or 75% of eligible expenses.
What we could not confirm
Some websites still list a Rénoclimat maximum of $3,750 or a Chauffez vert program, which we could not confirm on an official page. Ottawa's National Heat Pump Rebate is expected in early 2027. See our National Heat Pump Rebate guide.
