What you can claim in Nanaimo in 2026

Whole-home heat pump
Must replace electric heat such as baseboards or an electric furnace, meet 100% of the heating load at -5C and be installed by a Home Performance Contractor Network member.
Partial heat pump
For a heat pump that covers at least half of the heating load while replacing electric heat.
Limited-time bonus
Extra money on heat pump installs completed between August 1 and October 31, 2026.
Income-qualified switch from gas, oil or propane
CleanBC pays by income level (Level 3 / Level 2 / Level 1) for a central or three-head heat pump, for invoices from July 6, 2026.
Insulation
Attic, wall and basement or crawlspace work, paid per R-value added per square foot. Homes heated mainly by electricity only.
Windows and doors
$100 per opening, with a U-factor of 1.22 or lower.
Heat pump water heater
Only when it replaces an electric water heater.
Solar panels
$1,000 per kW, capped at half the cost, from an HPCN member installer.
Battery storage
Up to $1,500 on its own with solar, or up to $5,000 with Peak Saver enrolment.
EV charger
50% of a new wall-mounted Level 2 charger, plus $200 for a power-management device.

The City loan
Nanaimo homeowners with taxes in good standing can register with the free Home Energy Navigator and apply for the loan. It covers heat pumps, insulation, windows and doors and solar. It is a loan, not a rebate, so it sits alongside BC Hydro's rebates rather than replacing them.
Provincial rebates
Nanaimo electricity is BC Hydro. An electric-heated house can claim up to $4,000 for a heat pump, up to $5,500 for insulation, up to $2,000 for windows and up to $1,000 for a water heater. Gas, oil and propane homes use CleanBC for income-qualified help.
Nanaimo's housing
The 2021 Census counted 43,165 households. 39% live in homes built before 1981, 51% in detached houses and 67% own. 7,880 are owner-occupied detached houses built before 1981.
Using the loan and the rebates together
The City loan pays for work up front and you repay it through property tax over ten years. BC Hydro's rebates then come back to you after the invoice. Ask the City whether early repayment is allowed if you want to use a rebate to pay the loan down. The loan covers heat pumps, insulation, windows and doors, and solar, so a bundled project is possible.

Gas customers
Some Nanaimo homes burn natural gas, oil or propane. BC Hydro's rebates do not cover those homes, but the City's loan does, because it is open to Nanaimo homeowners generally. For income-qualified households CleanBC pays $3,500, $7,000 or $13,000 by level for a central or three-head heat pump.
Mild climate
The January average low is 2.2°C and the record low in 2015 to 2024 was -10.2°C, the mildest record low of the 18 cities we cover. Solar gets about 3.44 peak sun hours a day.
