What the 2021 Census says about Richmond homes
About 26% of Richmond households live in homes built before 1981, the third-lowest share among the cities we cover, after Surrey and the Township of Langley. Even so, 7,175 are owner-occupied detached houses from that era. Overall, 71% of households own, and 30% live in detached houses. Major repairs were reported by 4.9% of households. Richmond's housing is newer on average, so air sealing and attic work are less urgent than in Victoria or Prince George, while heat pumps and water heaters often come first.
Who in Richmond is actually covered
BC Hydro's Home Renovation Rebates are for houses heated mainly by electricity. A Richmond house on baseboards can claim up to $4,000 for a whole-home heat pump and up to $1,000 for a heat pump water heater. A strata townhouse or condo is excluded from those programs and has its own BC Hydro condo program. If the house burns gas, only the income-qualified CleanBC route applies, at $3,500, $7,000 or $13,000 by level.
Where solar and battery fit
Richmond gets about 3.47 peak sun hours a day in our solar data, a little better than the Fraser Valley cities. BC Hydro pays $1,000 per kW up to $5,000 for solar and up to $5,000 for a battery when it is enrolled in Peak Saver. Those rebates need an HPCN member to design and install the system, and they are paid first come, first served while funding lasts, so check availability before you sign.
Why we put electric first
If your Richmond house is on electric heat, the heat pump rebate is the biggest return on a single decision. BC Hydro's rebate takes up to $4,000 off the bill. If you are on gas, consider insulation and windows first, since there is no BC Hydro heat pump rebate for you.

Common questions
Is Richmond on BC Hydro?
Yes, electricity is BC Hydro. Gas, where lines exist, is FortisBC.
Do I need to replace baseboards to qualify?
The heat pump rebate requires the system to replace electric heat such as baseboards or an electric furnace.
Is solar worth it in Richmond?
The rebate is up to $5,000 and the area gets about 3.47 peak sun hours a day. The payback depends on your usage.
Why is Richmond's pre-1981 share low?
The 2021 Census puts it at 26%, because much of the city was built later.
