What is open in PEI right now
PEI's money has moved from heat pumps to insulation. efficiencyPEI runs the programs, and you apply through Access PEI offices or with an approved energy audit company. Here is the short list:
- Heat pump rebate: ended on April 15, 2026.
- Free heat pumps: applications are closed.
- Free insulation: open if your household income is under $55,000.
- Insulation, window and air sealing rebates: open to homeowners and landlords.
Our PEI rebate calculator asks a few questions and adds up only what is open for your home.
The heat pump rebate has ended
PEI's heat pump rebates ended on April 15, 2026. If you bought a heat pump between April 15, 2025 and April 15, 2026, you can still apply online for a rebate, but only within one year of the purchase. The province's page does not list a dollar amount, so check with efficiencyPEI before you count on a number.
Applications for free heat pumps and the Oil to Heat Pump Affordability Program are also closed. The province says many Island households are already in line, and contractors will contact them as soon as they can. Since 2018, the province and Ottawa have put $95 million into 45,000 heat pumps.
Ottawa announced a National Heat Pump Rebate on October 8, 2026, and expects it to start in early 2027. The rules are not published yet, so we cannot say how it will work in PEI. Read our National Heat Pump Rebate guide and sign up there for an email when applications open.
Free insulation for lower-income homeowners
The Free Home Insulation program pays for the insulation, the materials and the contractor. There are no upfront costs and no loans. You qualify if:
- Your total household income is under $55,000.
- You own the home and live in it all year. Seasonal properties do not count.
- Your home's tax assessed value is $300,000 or less.
Apply in person at any Access PEI office, and wait for approval before any work starts. The province will not refund work done before approval.
Insulation, window and air sealing rebates
Homeowners and landlords can get money back for insulation, ENERGY STAR windows and doors, and air sealing. You start with a home energy audit from an approved company. The audit costs $99 plus HST, and the province pays the rest. Here are the rates on the province's page, which carries a June 2, 2025 date. One unit below means 100 square feet, and the rebate is units times the R-value you add times the rate.
| Upgrade | Regular rate | Income under $35,000 |
|---|---|---|
| Attic insulation | $3.50 | $5.50 |
| Walls with a new finish | $50 | $80 |
| Blown-in walls | $10 | $16 |
| Floors, headers, below grade | $21 | $34 |
| Windows, doors, skylights | $125 each, up to $1,000 | $245 each, up to $2,000 |
| Air sealing, 10% / 20% / 30% better | $150 / $375 / $575 | $250 / $650 / $1,000 |
There are minimum R-values for each part of the home, and windows must be ENERGY STAR version 5 (2020 or newer). The lower rate needs proof of income: your July Canada Groceries and Essentials Benefit notice. The province's example is a 30 by 40 foot basement with 8 foot walls going from R0 to R12, which earns $2,822.40.
How to claim in five steps
- Book an energy audit with an approved company, such as Clean Foundation, Homesol, RUGreen, Sensible Home Inspections or Trinity Energy Group.
- Get your EnerGuide report.
- Hire a contractor and finish the upgrades.
- Book the final inspection with the same auditor. Give them your receipts.
- Send your proof of income and payment form to efficiencyPEI.
The Energy Efficiency Loan Program may help approved homeowners pay the upfront cost. We did not find an amount for it on the province's page.
What we could not confirm
We only list numbers we could read on an official page. Three things we could not confirm on October 21, 2026: the amount of the late heat pump rebate (older documents show $1,800 for a lower-income mini-split and $2,500 for a central heat pump, but they are not on the current page), the full details of the province's heating rebate for wood pellets, firewood and biomass (only the first line loaded, which mentions 10%), and whether Maritime Electric's 10% government energy rebate on electricity bills ended on June 30, 2026. Call efficiencyPEI at 1-877-734-6336 before you rely on any of them.
