Electric houses

A Vernon house heated mainly by electricity can claim up to $4,000 for a whole-home heat pump, up to $5,500 for insulation, up to $2,000 for windows and up to $1,000 for a heat pump water heater from BC Hydro.

Vernon's community top-ups

Vernon, and select communities between Kelowna and Vernon, are on BC Hydro's list of community-based offers. In a qualifying postal code, a house heated by electricity earns $4,000 more for a whole-home heat pump or $1,500 more for a partial one. Also, a Level 2 EV charger at a single-family home gets a $1,750 top-up (up to the full cost) on top of the $350 rebate, if you apply between August 4 and December 31, 2026 and enroll the charger in Peak Saver for its $250 bonus. And select ENERGY STAR fridges, washers and dryers get double the regular rebate (see our BC appliance rebates page). These are BC Hydro offers, so a FortisBC electricity customer does not get them. Check your address on BC Hydro's postal code checker.

Gas houses

FortisBC supplies gas. BC Hydro will not rebate a heat pump that replaces gas. Income-qualified households can use CleanBC at $3,500, $7,000 or $13,000. FortisBC also lists insulation, window and thermostat rebates for gas customers.

Vernon's housing

The 2021 Census counted 19,795 households. 43% live in homes built before 1981, 48% in detached houses and 66% own. 3,835 are owner-occupied detached houses built before 1981, and 5.8% reported needing major repairs.

Which first: insulation, windows or heat pump

For a pre-1981 Vernon house on baseboards, the heat pump saves the most heating energy, but insulation is cheaper and makes the heat pump smaller. A practical order is attic first (up to $900 from BC Hydro at $0.02 per R-value added per square foot, minimum R12 added), then walls or basement if accessible, then the heat pump. Windows come last because the $100 per opening rebate is the smallest return.

For a gas house, the same order applies, but the heat pump step is available only through CleanBC income help.

Paperwork that trips people up

BC Hydro gives six months from the invoice date to apply. The installer must be a member of the Home Performance Contractor Network for insulation, heat pumps and solar. If you rent the house out, the BC Hydro account holder applies or signs a consent form. Keep dated photos before and after the work in case you are asked for them.

Cold interior winters

The January average low is -4.8°C and the record in 2015 to 2024 was -27.2°C. Solar gets about 3.57 peak sun hours a day.
