What it is

The Customer Crisis Fund is for residential customers who are facing disconnection even though they have tried to pay. You apply for a grant toward the overdue balance. The grant matches what you owe, up to the cap, so a smaller bill gets a smaller grant.

Who qualifies

You must be a residential account holder applying for your main home. Your payments must be overdue by at least 21 days or you must be facing disconnection. You must have had a life event in the last 12 months that caused a temporary financial crisis, such as losing a job or benefit income, an unexpected medical cost or a death in the family. Your outstanding balance must be $1,000 or less, and you must have tried to make payments.

A hold on disconnection

BC Hydro says that once you submit an application, disconnection activity is put on hold until it has been reviewed. That is the reason to apply right away if you have a notice.

How to apply

Online is the fastest way. You can also fill in a paper form from a Service BC location, bring it to Service BC if you live outside the Lower Mainland, mail it to PO Box 8910, Vancouver, B.C., V6B 4X3, or fax it to 604 909 4861. For help, call 2-1-1 (BC211) or contact a participating community service organization.

Other BC Hydro help

BC Hydro also offers payment plans, deferring a payment in your MyHydro account, and equal payment plans that spread winter costs across the year. Call 1 800 224 9376 to set one up. Ask about them before you fall far behind.

The Climate Action Tax Credit has ended

The BC Climate Action Tax Credit is over. The final quarterly payment was issued in April 2025, and it was paid through the income tax return. If you never filed returns for past years, such as 2021 to 2024, filing them may still bring back amounts you were owed. Check the BC government page before you count on it. Separately, one BC Hydro page was reported to show an older $600 cap; the Customer Crisis Fund page we read says $800 and $700.

Lower the bill for good

A grant clears one bill. Rebates for insulation, heat pumps and thermostats lower the next ones. See the BC pages below.

If you are turned down

If your application is denied and your circumstances change, BC Hydro says you can apply again in the same year. Keep any letter you receive, and ask a community service organization to help you add the missing paper.

What to do in British Columbia this winter

  1. Check that you have a recent life event and a balance of $1,000 or less.
  2. Apply online or use a Service BC form right away.
  3. Keep proof of the event and any payments you made.
  4. Call 1 800 224 9376 about a payment plan while the application is reviewed.
  5. Look at BC Hydro rebates to cut your use.
