Honest math for Guelph
A typical household stacking a heat pump with solar or battery nets $4,000–$17,000 in direct rebates — identical to Toronto and Kitchener, since this is a provincial program.
We could not confirm a hard expiry date for these programs on the official site as of this writing — check homerenovationsavings.ca directly before relying on any deadline you see elsewhere (several third-party HVAC sites repeat a Nov 30, 2026 date that we could not verify on the official program page).
Assessment-required rebates — the deep-retrofit tier
Same structure as the rest of Ontario: a home energy assessment (about $600, refunded as a rebate), at least two qualifying upgrades, and an extra $500 bonus for completing three or more.
🌡️ Exterior Wall
To at least R-20 across 100% of exterior wall area.
🌡️ Foundation / Basement Wall
Plus Basement Slab (up to $500) and Foundation Header (up to $300) as separate, smaller sub-categories.
🌡️ Crawlspace
Crawlspace wall up to $1,200, plus crawlspace ceiling up to $1,200 — two separate measures.
🌡️ Exposed Floor
🟫 Windows & Doors
Per rough opening replaced with an eligible ENERGY STAR window or door.
💧 Heat Pump Water Heater
Replaces a gas, electric, or oil tank.
🌬️ Air Sealing
Draftproofing your home's envelope, verified by the before/after assessment.
Attic insulation pays more if you bundle it here
Attic and cathedral-ceiling insulation are available on the no-assessment path above (up to $1,250 / $750), but the same work pays more if bundled into this assessment-required tier instead: up to $1,500 for attic and $780 for cathedral ceiling/flat roof.
Guelph Greener Homes — loan waitlist-only, grants still open
The zero-interest loan is not accepting new applications right now
Guelph Greener Homes is the City of Guelph's own retrofit financing program (guelph.ca/living/environment/energy/guelph-greener-homes), separate from the provincial HRSP above. Its flagship piece is a zero-interest loan of up to $50,000 for retrofits — windows, insulation, air sealing, heat pumps, or solar — with a 20% down payment (capped at $10,000) and no income threshold. As of this writing, the City says funding for that loan is almost all committed, and new applicants go on a waitlist rather than getting funded right away. Don't plan a renovation budget around this loan being available on your timeline until the city confirms otherwise.
The grant stream is still open, and it's income-tested
Separately from the loan, Guelph Greener Homes still has an open grant stream for low-income households, including up to $15,000 toward an air source heat pump. This one has an income qualification the loan doesn't. Reach the program directly at greenerhomes@guelph.ca or 519-822-1260 ext. 3984 to check your household's eligibility and current wait times before you plan around either piece of this program.
Local context
Your utilities
Alectra Utilities (electricity) + Enbridge Gas (natural gas)
Alectra took over Guelph's electricity system when Guelph Hydro merged into Alectra on January 1, 2019.
Typical heating
Mostly natural gas
Most Guelph homes heat with gas furnaces, putting a heat pump switch in the lower HRSP tier unless you're also chasing the city's own heat pump grant above.
Permits & timeline
6–10 weeks quote to installation for solar, faster for a heat pump swap. City building permit + ESA electrical inspection where required.
Renting or living in a condo? Here's what actually applies to you
Everything above assumes you own your home outright and control the whole building. Here's what changes if you rent or live in a condo in Guelph:
If you rent
The structural rebates above — heat pump, insulation, windows, solar, battery — attach to the property, so they go to whoever owns it, not to you. If you want one of these upgrades, the ask has to go to your landlord; point them to this page, the official homerenovationsavings.ca program details, and Guelph Greener Homes above if the property qualifies. Some smaller rebates, like the smart thermostat rebate, may not require proof of ownership at purchase — but confirm eligibility for your specific situation with the program directly before assuming.
If you own a condo unit
In-unit upgrades you control yourself — a heat pump water heater, in-suite windows — may qualify for the rebates above, but usually need your condo board's written approval first, especially for anything touching shared systems or exterior walls. Get that approval documented before applying; both the HRSP program and Guelph Greener Homes require proof the work was authorized.
If it's a whole-building retrofit
A heat pump, insulation, or solar project for the whole building is a group decision that goes through your condo board or property manager, not individual owners, and the per-unit rebate math is likely different from the single-family figures on this page. This page doesn't have confirmed multi-unit numbers for Guelph — your board should contact the HRSP program directly at homerenovationsavings.ca, and the city's Guelph Greener Homes office at greenerhomes@guelph.ca, to confirm what applies to a multi-unit building.

HRSP heat pump rebate
Depends what fuel you're switching from: gas customers get up to $2,000 (air-source) or $3,000 (ground-source); switching from electric, oil, propane, or wood gets up to $7,500 (air-source) or $12,000 (ground-source). Province-wide, same in every Ontario city. Guelph homeowners who also qualify for Guelph Greener Homes' income-tested grant can add up to $15,000 more toward an air source heat pump.
HRSP solar rebate
$1,000/kW, capped at 50% of cost. Combined with battery, a typical Guelph household can net up to $10,000 for solar + battery together. You choose this or net metering with Alectra Utilities, not both.
HRSP battery storage rebate
$300/kWh, capped at 50% of cost. Stacks with the solar rebate above.
Attic insulation (no-assessment path)
Scales with starting R-value: up to $1,250 from ≤R-12, $1,000 from R-12–25, $800 from R-25–35. Cathedral ceiling/flat roof up to $750.
Exterior wall / foundation / crawlspace (assessment-required)
Exterior wall to at least R-20, up to $3,600. Plus foundation/basement wall up to $1,500, crawlspace up to $2,400, and exposed floor $300 as separate measures — needs a before/after energy assessment ($600, refunded as a rebate) plus 2+ qualifying upgrades. Guelph Greener Homes' loan can also finance this tier, but the loan is currently waitlist-only.
Heat pump water heater rebate
Replaces a gas, electric, or oil tank. Part of the assessment-required tier.
Windows & doors rebate
Per rough opening replaced with an eligible ENERGY STAR window or door. Part of the assessment-required tier; also an eligible use for the Guelph Greener Homes loan once it reopens to new applicants.
No direct HRSP rebate for EV chargers
The province's Home Renovation Savings Program doesn't include a cash rebate for home EV charger installs in Guelph. Check with Alectra Utilities for a separate off-peak charging incentive.
Smart thermostat rebate
Instant or mail-in. Eligible brands include ecobee, Nest, Honeywell, Mysa, and Sinopé.
FAQ for Guelph residents
How much does a heat pump rebate cover in Guelph?
