What is open in Santa Monica
We found no SCE or City rebate for a heat pump, water heater or insulation, so none is listed. The City says many programs have been exhausted and points residents to a short list of what remains.

Free guidance from the City and Clean Power Alliance
The City of Santa Monica partnered with QuitCarbon, which gives free expert guidance on heat pumps, mini-splits, water heaters, induction cooking, EV chargers, solar and batteries, and helps homeowners find rebates and local contractors at no cost. Clean Power Alliance's Energy Team also offers energy upgrade assessments and advice on electric upgrades and rebates. The City's How to Electrify Your Home page walks through finding a contractor, finding incentives, applying for a City permit if needed, and the inspection.
What is full or ended
The City's incentives page says single-family HEEHRA rebates were fully reserved statewide as of February 24, 2026, with new requests placed on hold, and that TECH Clean California's single-family heat pump and water heater incentives are also fully reserved. Multifamily HEEHRA and TECH incentives remain available. SGIP's only open path is the income-qualified Residential Solar and Storage Equity budget, which is fully reserved with requests on hold in many areas. The federal 25C and 25D credits ended after December 31, 2025. Financing through GoGreen and PACE continues.
Renters, condos and multifamily
The City notes that some electrification projects need the property owner's approval, and it lists simple steps renters can take without it. Multifamily property owners have more open money than single-family owners: SoCalREN's multifamily program continues to offer technical assistance and rebates, and multifamily HEEHRA and TECH funds are still available. If you own a building, start there.
Your utilities: SCE and Clean Power Alliance
SCE delivers the power, bills you, and runs the rebates on this page, which are the same across its territory (see Long Beach). Clean Power Alliance supplies the electricity itself for most Santa Monica properties, and its Energy Team is the source of the free guidance. Santa Monica's average January low over 2015 to 2024 was 8.0°C (about 46°F), so heating loads are small and a heat pump mainly replaces the air conditioner and furnace in one step.
Compare with the cities that have their own utility
Glendale, Burbank, Pasadena and Los Angeles each run an electric utility with its own rebates. Glendale pays up to $5,000 for a heat pump (Glendale) and Los Angeles pays up to $2,500 per ton (Los Angeles). Santa Monica is served by SCE, so those amounts do not apply here, however close the address is to a border.

- Book the City's free guidance with QuitCarbon or Clean Power Alliance's Energy Team before you buy anything.
- Ask which state or regional programs are open for your home type. Multifamily owners have more open funds than single-family owners.
- For a thermostat, check your model against SCE's eligible list and enroll in the Smart Energy Program for the $75 credit.
- If you add an EV charger and your household is income-qualified, ask SCE about Charge Ready Home.
- Apply for a City permit if your project needs one, and finish the inspection before you claim anything.
