Pasadena Home Energy Rebates 2026

Pasadena runs its own city electric utility, Pasadena Water and Power (PWP), so Pasadena rebates come from PWP and not from Southern California Edison. We read each PWP program page on October 2, 2026. Here is what each one pays, what it excludes and what order makes sense for an older home.

Quick quiz: home energy in Los Angeles

Questions about Los Angeles, from the data behind this page. Tap an answer to see why.

1. Which utility's programs apply to our Los Angeles rebate guide?

LADWP is the utility we use for Los Angeles. Rebates often depend on who supplies your power or gas, so check yours first.

2. What is a typical January night low in Los Angeles?

Our weather sample for Los Angeles (2015-2024) shows an average January low of 46 °F. Cold-climate heat pumps are tested at low temperatures, so check the rating at your coldest days, not just the average.

3. About how many peak sun hours a day does Los Angeles get on average?

Our 2020-2024 sunshine sample for Los Angeles averages about 5.3 peak sun hours a day. Fewer hours means less solar power per panel, so the size of the system matters.

4. Across the heat pump programs we list for Los Angeles, the top 'up to' amount is:

Our summary for Los Angeles: Up to $2,500/ton (LADWP Consumer Rebate Program). The amount you get depends on your home, income and utility, so use the calculator.

How PWP rebates work

PWP pays after you finish the work, not before. Every program we read asks you to log in to your PWP account, choose Apply for Rebate and upload the paid invoice within 180 days of buying the product. Checks arrive 6 to 8 weeks after approval. Most programs add a few dollars for buying in Pasadena, and PWP's income-qualified Bill Payment Assistance customers get a bonus on several of them. The PWP residential programs page lists the full catalog, including whole-house help through its Home Improvement Program and in-home evaluations.

PWP states that program funds are limited and that it can change terms at any time, and that it calculates a rebate at the amount in force on the day you apply. If a project is large, check the page again just before you submit.

A sensible order for an older Pasadena home

Start with the attic. Ceiling insulation to R-30 is the cheapest step and it can let you choose a smaller heating and cooling system later. Then fit a smart thermostat, which pays back in a season. If the furnace or air conditioner is near the end of its life, a heat pump replaces both with one system, and the size you pick should come after the attic work. A heat pump water heater can go in whenever the old tank fails. Add an EV charger or solar when your car or your bills call for it, and do the electrical panel check once, before any of them, because several of these upgrades add load.

Pasadena's average January low over 2015 to 2024 was 7.5°C (about 45°F) and its coldest recorded day in that stretch was -1°C, so heating loads here are modest.

How Pasadena compares with Glendale, Burbank and Los Angeles

Four neighboring utilities, four sets of rules. Glendale pays $1,000 per ton for a heat pump replacing gas, up to $5,000, and $4,000 for a gas water heater swap. Burbank pays $1,000 per ton up to $2,500 and $1,500 for a water heater. LADWP pays up to $2,500 per ton and up to $2,500 for a water heater. Pasadena pays much less per heat pump and water heater, but it does not require a gas replacement for the water heater. See Glendale, Burbank and Los Angeles if you live near a border.

What we did not find

We found no PWP rebate for a panel upgrade, and no PWP rebates for windows, doors or ventilation on the program pages we read. PWP lists rebates for ENERGY STAR refrigerators, dishwashers, ceiling fans and room air conditioners, but shows the amounts only after login, so we do not quote them. We also did not read PWP's Home Improvement Program details or the Southern California Gas Company rebate list that PWP's pages point to, so we show nothing from either. If you find a current amount we missed, tell us at hello@homepowerrebate.com.

Money that ended or is full

The federal 25C and 25D tax credits ended for spending after December 31, 2025, even where PWP's pages still mention them. Statewide heat pump help from TECH Clean California and the federal HEEHRA program is fully reserved and takes new requests on hold only. The federal credit for home charging equipment is scheduled to end after June 30, 2026, according to PWP's EV page. For most Pasadena households, PWP's own rebates are the money that is open today.

PWP's residential programs page also says it has changed its water rebate programs to help residents rebuild after the Eaton Fire. If you are rebuilding, ask PWP what applies to your electric service at the same time.

How to start

  1. Look at your electric bill and confirm that PWP supplies your power.
  2. Pick the upgrade that fits your next purchase, and open its page above for the rules.
  3. Get quotes from two or three installers, and ask each who pulls the City permit.
  4. Keep the paid invoice, the model number and the dates. Every PWP rebate asks for them.
  5. Apply through your PWP account within 180 days of purchase.

Common questions

Does Southern California Edison serve Pasadena?

The City's own utility, Pasadena Water and Power, serves the electric accounts these rebates cover. Check the name on your bill, because a Pasadena address does not always mean PWP.

Which PWP rebate pays the most?

Per project, solar. At $0.60 per watt a 6,000-watt system earns $3,600, and income-qualified customers get $1.00 per watt. Batteries can pay up to $550 per kWh under the pilot.

Do any PWP rebates need approval before the work?

None of the ones we read. They pay after the install, and you apply within 180 days of purchase. City permits are separate and come first.

Is there money for a panel upgrade?

We found no PWP panel upgrade rebate. Glendale pays $1,000 for one with a heat pump, but that is a different utility.

Can I still use the federal tax credits?

Not for 2026 spending on heat pumps, water heaters or solar. The 25C and 25D credits ended after December 31, 2025.
