What Burbank Water and Power rebates
These rules come from BWP's residential rebates page, which we read on October 2, 2026. BWP says amounts are on the application and that new construction does not qualify.
Attic insulation
Must reach R-30, or R-19 if the attic has less than 24 inches of clearance. Higher incentive for low-income customers and certain affordable housing providers.
Wall insulation
Existing walls must be uninsulated, and the new insulation must be at least R-13. Higher incentive for low-income customers.
Documents
BWP needs supporting documentation that shows the total square footage insulated.
What we could not confirm
BWP's page names both rebates and their R-value rules but sends you to a downloadable application for the amounts. We could not read a per-square-foot figure, so we do not quote one. Download the application first and see the rate before you sign a contract.
Why the 24-inch clearance rule matters
BWP sets the attic target at R-30, but drops it to R-19 if the attic has less than 24 inches of clearance. Many older Burbank homes have low or sloped attics where thick insulation does not fit. If yours is one of them, ask the contractor to measure the clearance and to say in writing which target applies. Writing it down protects you when BWP reviews the application, since the finished R-value has to match.
Walls are the unusual part
Wall insulation is hard to retrofit, and many utilities skip it. BWP rebates it only where existing walls are uninsulated, to at least R-13. Blown-in insulation through small holes is the usual method, and a contractor should check for obstructions and wiring first. Pasadena's rebate covers ceilings only (Pasadena insulation rebates), so Burbank is the better fit if you want to insulate walls too.
Your utility: Burbank Water and Power
BWP is the city's own utility. It runs this rebate separately from its Electrify Your Home program, so insulation does not need a gas appliance to be replaced. The call center is (818) 238-3700, and the application goes in by mail or at the office at 164 W. Magnolia Boulevard. BWP says rebates arrive 6 to 8 weeks after it receives your application.
Comfort first, then size the system
Burbank's average January low over 2015 to 2024 was 8.4°C, so winters are mild and the main benefit of insulation here is in summer, when a hot attic pushes heat into the rooms below. If you plan a heat pump, insulate the attic first and let the installer size the system afterward. Ducts in an uninsulated attic lose a lot of heating and cooling, so ask about sealing them in the same visit.
Before any insulation goes in, ask the contractor to look for air leaks around attic hatches, light fixtures and wiring holes, and to seal them first. Insulation slows heat, but it does not stop moving air, so a sealed attic with R-30 on top works far better than R-30 laid over open gaps.
Federal money
The federal 25C and 25D tax credits ended for spending after December 31, 2025. BWP's rebate is the main incentive for insulation in Burbank today.
