What is available in Escondido
SDG&E's rebates page is the main utility source, and it says its retail offerings have ended. The no-cost program below is a state program that may reach some Escondido households.
SDG&E retail coupons
The page lists $75 for an ENERGY STAR smart thermostat, $40 for an Amazon model, $500 for a heat pump water heater replacing an electric one and $15 for a room air conditioner, and says the retail offerings have ended.

San Diego Community Power's Solar Battery Savings ($250 to $500 per kWh), Smart Energy Rewards and EV Flex Connect are for SDCP customers. Escondido is not an SDCP member, so those programs do not apply to an Escondido electric bill. If a contractor quotes one, ask them to confirm your supplier first.
Who supplies your electricity
San Diego Community Power serves the City of San Diego, Chula Vista, Encinitas, Imperial Beach, La Mesa, National City and unincorporated San Diego County, and Escondido is not on that list. Your electric bill should name SDG&E as both supplier and deliverer. SDG&E's home electrification page describes its Customer Home Electrification Readiness Program, which offers advisors, roadmaps and help stacking incentives, and says a billing change in October 2025 lowered the delivery price per kWh by about 10% (SDG&E home electrification).
Solar permits are streamlined
The City of Escondido lets licensed contractors use SolarAPP+ for residential rooftop solar permits, under California's SB 379. Projects that qualify skip city plan review, which shortens the wait. Licensed contractors register for a SolarAPP+ account, while owner-builders must apply for a regular building permit with plan check. Other residential permits, such as water heaters and HVAC, go through the Building Division at 760-839-4647. See the City's SolarAPP+ page.
Income-qualified help
The Equitable Building Decarbonization program supports no-cost upgrades in identified San Diego County communities for households at or below 80% of area median income, or those already in CARE, CalFresh, Medi-Cal, SSI, LIHEAP or WIC. Enroll with partner code SDC-014 or call 424-285-6602, and the team helps you check eligibility. We do not know which Escondido addresses are in an identified community, so ask them.
Escondido's climate
Escondido sits inland, and it is cooler in winter than the coastal cities: its average January low over 2015 to 2024 was 6.4°C (about 44°F), with a coldest recorded day of -2.4°C, and about 5.3 peak sun hours a day. A standard heat pump still handles that, but the cold nights make it worth asking your installer about defrost behavior and the model's rated output at low temperatures. Summers are hot, so cooling decides the size.
What is full or ended
The federal 25C and 25D tax credits ended after December 31, 2025. TECH Clean California and the federal HEEHRA program are fully reserved for single-family homes and take new requests on hold only. We found no SDG&E rebate for a heat pump, heat pump water heater or battery on the pages we could read. SDG&E's other rebate pages returned an access denied message, so if you find a current program we missed, tell us at hello@homepowerrebate.com.

How to start
