Chula Vista is an SDCP city
San Diego Community Power serves Chula Vista as one of its member cities, so SDCP is likely the name on your electric bill's generation charge, with SDG&E delivering the power. That matters because the programs are SDCP's, not SDG&E's. SDG&E's own rebates page lists retail coupons that it says have ended, so we do not count them (SDG&E rebates). Confirm the supplier on your bill before you apply for anything.
Check the no-cost upgrades first
The Equitable Building Decarbonization program offers no-cost weatherization, heat pump water heaters, heat pump heating and cooling, electric dryers and induction cooktops to owners and renters in identified San Diego County communities whose income is at or below 80% of area median income, or who are already enrolled in CARE, CalFresh, Medi-Cal, SSI, LIHEAP or WIC. Enroll with partner code SDC-014 or call 424-285-6602. If you qualify, it beats any rebate, because there is nothing to pay up front.
Permits in Chula Vista
The City uses Accela Citizen Access for online permitting and accepts and reviews plans electronically, and anybody can use it to research permits or schedule inspections. Licensed contractors registered with the City can pull minor residential permits for work like a water heater replacement or a furnace or air conditioner swap, and the City's solar page describes SolarAPP+ for residential solar permits. Climate and sizing
Chula Vista's average January low over 2015 to 2024 was 9.2°C (about 49°F), the mildest of the San Diego County cities we cover, with a coldest recorded day of 1.8°C, and about 5.3 peak sun hours a day. Heating needs are very small. Cooling and hot water are where a heat pump earns its keep, and a battery pairs well with solar here. SDG&E's page says a billing change in October 2025 lowered the delivery price per kWh by about 10% (SDG&E).
What is full or not offered
The federal 25C and 25D tax credits ended after December 31, 2025. TECH Clean California and the federal HEEHRA program are fully reserved for single-family homes and take new requests on hold only. SDCP's battery rebate is for single-family homes where the battery charges from solar, so condo owners and renters cannot use it. The Switch Is On site may list more for your address.
