Instant solar and battery permits
The City of Ontario partnered with Symbium for a real-time permitting platform. Since August 4, 2025, contractors and homeowners can apply for instant plan review approval for residential roof-mounted solar systems, energy storage systems under 38.4 kW and detached single-family re-roofs, under California's SB 379. That cuts the usual wait to days or less for qualifying projects. The City's residential solar permit page explains the steps. The Building Department is at 303 East B Street, and permit technicians can be reached at 909-395-2023.
Why there is little rebate money
SCE's rebates and savings page lists bill assistance and a Marketplace with a smart thermostat credit, Golden State Rebates coupons and a Home Performance Plus program for disadvantaged or low-income communities, but no direct heat pump or heat pump water heater rebate. The state programs that funded those, TECH Clean California and federal HEEHRA, are fully reserved for single-family homes and take requests on hold only. That is why a quote that depends on a utility rebate in Ontario needs a hard look.
Income-qualified programs
Energy Savings Assistance gives no-cost upgrades to income-qualified SCE customers, which can include a heat pump water heater, appliances and weatherization. Home Performance Plus offers a no-cost assessment and enhanced rebates in disadvantaged or low-income communities, for single-family homes and buildings of up to four units. Charge Ready Home pays up to $4,200 toward a panel upgrade for an EV charger, for households below 80% of area median income. Ask SCE what applies to you before you hire anyone.
Climate and sizing
Ontario's average January low over 2015 to 2024 was 7.4°C (about 45°F), with a coldest recorded day of -1.1°C, and it gets about 5.3 peak sun hours a day. A standard heat pump covers the winters, and the cooling load sets its size. A battery pairs well with solar here, and Ontario's instant permit makes the solar side quick. Pay for the sizing, not for an oversized unit.
What else might help
South Coast AQMD's GO ZERO single-family rebate resumed accepting applications on August 28, 2026, with limited funding remaining, according to the City of Santa Monica's incentives page (City of Santa Monica). We did not read SCAQMD's own terms, so check them directly. The federal 25C and 25D tax credits ended after December 31, 2025. Riverside next door has its own utility and pays much more (Riverside).

- Get three bids for any heat pump or water heater and ask which permit each needs.
