Check your bill first
MVU serves part of Moreno Valley and SCE serves the rest. The utility named on your electric bill decides which list applies. MVU customers can reach MVU at 951-413-3500 or mvuprograms@moval.org. SCE customers should see the SCE programs on our San Bernardino page.
What MVU lists
MVU's residential program offers include energy audits and direct install, an ENERGY STAR appliance rebate, central AC and heat pump replacement, central AC and heat pump tune-up, Cooling Rewards, a custom energy efficiency program, a shade tree incentive and a solar generator rebate for medical baseline customers. MVU's incentives flyer says its rebates cover ENERGY STAR refrigerators, freezers, washers, dishwashers, ceiling fans and room air conditioners, plus LED lights, attic insulation, Low-E windows and doors, solar attic fans, variable speed pool pumps, solar water heaters and electric heat pump water heaters, and that many pay extra when bought locally in Moreno Valley.
We could not find dollar amounts for the heat pump replacement or the other items on MVU's public pages or its flyer, so we do not quote them. Call MVU before you buy. The only amount we could confirm is the $75 tune-up.
The bill discount may beat any rebate
MVU's rate reduction program gives qualified families a 23% or 35% discount on electric energy charges, depending on income. Applying requires a completed application and an original IRS Transcript of Return. For a household that uses a lot of electricity, a standing discount on every bill can be worth more than a one-time rebate, so check eligibility first.
Direct install is a free option
MVU's Residential Energy Audit and Direct Install program targets very high energy use customers and participants in its low-income program. Eligible households receive a full in-home audit with specific recommendations and a fixed set of maintenance and upgrades at no cost, such as tune-ups and duct testing and sealing. If your electric bills are high, ask whether you qualify before you pay for any of that work yourself.
If SCE serves your home
SCE customers can use its smart thermostat credit ($75), Charge Smart (up to $100), Charge Ready Home for income-qualified EV panel work (up to $4,200) and Energy Savings Assistance. We found no SCE rebate for a heat pump or battery (SCE's Marketplace page). The federal 25C and 25D tax credits ended after December 31, 2025. TECH Clean California and federal HEEHRA are fully reserved for single-family homes and take requests on hold only.
Climate and sizing
Moreno Valley's average January low over 2015 to 2024 was 5.9°C (about 43°F), the coolest in the Inland Empire cities we cover, with a coldest recorded day of -3.7°C, and about 5.5 peak sun hours a day. A standard heat pump handles that, though cold winter nights make it worth asking your installer about low-temperature output and defrost. Summers are hot, so cooling sets the size. See Riverside for how a neighboring city's utility pays for a heat pump.
