PG&E Energy Savings Assistance
For income-qualified renters and owners: heat pump water heaters, furnaces, lighting and refrigerators. Income limit $39,900 for one person and $82,500 for four, valid through May 31, 2027.
Residential EV charging rebate
Standard option up to 50% of approved charging equipment. Households below 80% of area median income can get up to $2,000 for a charger or up to $5,000 with a panel upgrade.
California Energy-Smart Homes
For converting every gas appliance in a single-family home. Funds are first come, first served and applicants join a waiting list.
TECH Clean California and federal HEEHRA
Single-family heat pump incentives are fully reserved and take new requests on hold only.
The neighborhood programs
PG&E lists Empower My Home, available in parts of Fresno, and Powerful Neighborhoods, which serves parts of Fresno and Kern counties, as ways to upgrade to electric appliances, heating and cooling and water heaters at low or no cost. Eligibility depends on your address, and PG&E's page does not list the neighborhoods. Check your eligibility on PG&E's building electrification page before you buy anything.
Why heat pump rebates are scarce
The programs that used to pay for heat pumps and water heaters in single-family homes are full or on a waiting list. California Energy-Smart Homes pays $4,250 plus a $250 heat pump dryer bonus and up to $1,000 for electrical upgrades, but only if you convert every gas appliance (heat pump space heating, heat pump water heating, induction cooking and an electric dryer), and applicants join a waiting list. TECH Clean California and the federal HEEHRA program are fully reserved and take new requests on hold only. See the program page.
What PG&E says it costs
PG&E publishes cost ranges for its customers: $1,200 to $5,500 for a heat pump water heater depending on tank size, labor and materials, and $3,500 to $25,000 for heat pump heating and cooling depending on the size of the home and whether the system is ducted or ductless. PG&E estimates that a typical residential customer could save about $714 a year, roughly 17%, by switching from gas to heat pumps for space and water heating, but it warns actual savings vary widely with use and rate plan. A new Base Services Charge on PG&E bills since March 2026 lowers the price per kWh, which helps electric appliances. Ask your contractor to model your own bill.
Free help for income-qualified households
PG&E's Energy Savings Assistance program upgrades or repairs heat pump water heaters, furnaces, lighting and even refrigerators at no charge for households at or below the income table, for homes at least five years old. You apply online, an energy specialist assesses the home, and proof of income is not needed if you can show participation in programs such as CalFresh, Medi-Cal, SSI or LIHEAP. Apply before you pay for anything. A free heat pump water heater beats any rebate.
Permits in Fresno
The City of Fresno's Building and Safety division offers same-day express permits for electrical, mechanical and plumbing work in person, and Accela Citizen Access online for applications, inspections and fees. It also offers SolarAPP+ for instantly approved solar permits. See the City's Building and Safety page. A heat pump, water heater swap or EV circuit each needs its own permit, so ask your contractor who pulls it.
Climate and sizing
Fresno's average January low over 2015 to 2024 was 4.5°C (about 40°F), with a coldest recorded day of -3.1°C, and it gets about 5.3 peak sun hours a day. Winters are cool but mild, summers are very hot, and cooling sets the size of a system. A standard heat pump handles the winters. PG&E also offers an all-electric baseline allowance for customers who install electric space heating, which raises the amount billed at the lowest rate. Call 1-800-743-5000 to request it.
Money that ended
The federal 25C and 25D tax credits ended after December 31, 2025. PG&E's rebates page also lists a pre-owned EV rebate of up to $4,000 and a $300 rebate on a portable generator and battery, which we did not read in full. See Fresno EV charger rebates for the charging rules.
