What BC Hydro pays for windows and doors in Surrey
We re-read BC Hydro's page on October 2, 2026. The rebate is for homes heated mainly by electricity, and FortisBC lists $100 per opening for gas customers.
Windows and doors
Paid for each window or door that replaces an existing one between a heated space and outdoors.
Cap
That is 20 openings at $100 each. A bay window counts as one opening.
Energy rating
The window or door must have a maximum U-factor of 1.22 W/m2-K, which is BC Hydro's Tier 2 level.
More than one upgrade
BC Hydro adds a bonus when you finish more than one eligible upgrade.
Lower incomes
Income-qualified customers can apply for free upgrades.

A Surrey two-storey
Replacing 10 windows and the front and back doors is 12 openings. At $100 each that pays $1,200. Replacing every window in a bigger house, say 22 openings, would still pay only the $2,000 cap.
Surrey's homes in numbers
The 2021 Census counted 185,670 households in Surrey. Only 36,480 (20%) live in homes built before 1981, the lowest share in our BC list, and 12,485 are owner-occupied detached houses from that period. Another 17% of households live in homes built from 1981 to 1990. About 70% own, 33% live in detached houses and 25% in apartments.
Mild, wet and sometimes cold
Surrey's average January low from 2015 to 2024 was 0.7°C, and the coldest day was -16.7°C. The big gains from new windows come on cold, windy nights and from stopping condensation on the glass. In a house with its original frames the gain can be large. In a house with newer double glazing it may be small, so check the label before you pay for a replacement.
Check the U-factor first
U-factor measures how fast heat passes through a window, and a lower number is better. The rebate needs 1.22 W/m2-K or lower. Ask for the label of any window you plan to keep, and for the rating of each window in your quote. Eligible windows must be listed with one of five bodies: CSA, Intertek, Labtest, QAI or NFRC.
Documents BC Hydro asks for
You need the invoice and photos of the manufacturer label for each window or door installed. BC Hydro publishes a sample invoice and a checklist. Take the label photos before the installer leaves, because labels can be hard to reach once trim is on.
Who can apply and what is excluded
The BC Hydro account holder applies, and anyone else needs the account holder's signed consent form. Homes defined as substantially reconstructed under the Homeowner Protection Act are not eligible, and new homes built within the last 12 months are out. Windows must replace existing ones, and the home cannot be a vacation property. Condo and apartment buildings use BC Hydro's separate program.
If your income is lower
BC Hydro sends income-qualified customers to the CleanBC Better Homes Energy Savings Program instead, and the two cannot be combined. The 2026 program document lists no insulation or window rebates, so the free Energy Conservation Assistance Program is the route to ask about.
How to claim in Surrey
- Check that the home is electric-heated and at least 12 months old.
- Ask for quotes that list the U-factor of each window or door.
- Photograph the label on each unit.
- Keep the invoice, then apply online within six months.
- Add insulation or a water heater in the same application to check the bonus.
Common questions
Is a 1990s Surrey house too new?
No. The home must be at least 12 months old. But the windows you install must reach a U-factor of 1.22 or lower.
Do I need photos of the labels?
Yes. BC Hydro asks for the invoice and photos of the manufacturer label on each window or door.
What counts as one opening?
Each rough opening where a window or door was replaced. A bay window is one opening.
Can I get the rebate for a new addition?
No. Windows must replace existing ones.
What if my home heats with gas?
FortisBC lists $100 per opening for its customers, not in the City of Vancouver.
