How St. Albert compares
Edmonton's CEIP charges a fixed 6.00% and Calgary estimates 6.00% to 6.10%. St. Albert's rate is 1.62% today and capped at 3%. On a $20,000 project, the gap between 1.62% and 6% is real money over a long term. That is why it is worth getting in line when St. Albert reopens, rather than borrowing elsewhere.
What 'at capacity' means for you
The City says its CEIP is at capacity and has closed pre-qualification. If you already sent a pre-qualification, you are in the queue and will be handled first come, first served as space opens. If you haven't applied, you can't join right now.

St. Albert homes, by the numbers
St. Albert looks different from its big neighbour. The 2021 Census counted 25,940 households, and 70% live in single-detached houses. Some 83% own their home, compared with 64% in Edmonton. Only about 3% of homes were built before 1961; the biggest building decade was the 1970s: 6,335 households live in homes built from 1971 to 1980.
That means a lot of owned, detached homes that are now around 45 to 55 years old. When the furnace in one of those homes needs replacing, that is a good time to price a heat pump too.
Heat pumps in a St. Albert winter
St. Albert's average January low over the last ten years was about -14.4°C, and the coldest reading was -41.8°C. A cold-climate heat pump can do much of the heating, but plan backup heat for the coldest nights. Ask each installer for the lowest outdoor temperature the model is rated to run at, and what heat takes over below that.
A heat pump also cools. St. Albert's CEIP lists air conditioning among eligible upgrades, but if you are adding cooling anyway, a heat pump does both jobs.
What you can do while you wait
There is no cash rebate for a heat pump in St. Albert outside CEIP in 2026. In the meantime:
- Get two or three quotes, so you are ready when CEIP reopens. Use a CEIP Qualified Contractor.
- Don't start the work. The City says your CEI Agreement must be signed before any work begins, or it can't be financed.
- Plan for the $3,000 minimum. Small jobs don't qualify.
