Quick quiz: California rebates
A few questions from the programs we track. Tap an answer to see why.

What LADWP actually pays
For equipment bought and installed on or after November 1, 2025, LADWP's Consumer Rebate Program pays $1,000 to $1,250 per ton for a ducted heat pump and $1,500 to $2,500 per ton for a ductless mini-split, depending on the SEER2 and HSPF2 tier (the minimum is 15.2 SEER2 and 7.7 HSPF2). A heat pump water heater earns $1,500 to $2,500 depending on tank size and UEF. The $2,500 figure is the top of the mini-split scale, reached only at 20.5 SEER2 and 9.1 HSPF2. Details: Los Angeles heat pump rebates and water heater rebates.
The LADWP programs you can combine
These are separate LADWP programs with their own applications, so one project can claim several: the heat pump or water heater above; the Attic Insulation Rebate Program at $0.50 per square foot above R-19, plus an extra $0.25 per square foot LADWP says it extended; the Residential EV Charger Rebate of up to $1,000, plus $500 for income-qualified customers and $250 for a dedicated EV meter; ENERGY STAR windows at $2.00 per square foot; and Power Savers, which pays a $55 prepaid card and up to $90 a year for letting LADWP adjust a smart thermostat. LADWP says a home can claim more than one heat pump or water heater unit if it applies for them at one time. It also says you cannot receive more than one rebate for the same product from more than one California utility program.
A worked example, if every program is open
A Los Angeles home replaces gas heating with a 3-ton ducted heat pump at the entry tier ($3,000), adds a 50-gallon heat pump water heater at 3.5 UEF ($1,750), insulates 1,000 square feet of attic above R-19 ($750 with the extra $0.25), installs a Level 2 charger with a dedicated EV meter ($1,000 plus $250) and enrolls a thermostat in Power Savers ($55). That is $6,805, and up to $90 more a year. A 3-ton ductless system at the entry tier would earn $4,500 instead of $3,000. These are ceilings: LADWP says funds are limited, first come first served, and rebates are not guaranteed.
What is no longer true
The federal tax credits for heat pumps (25C) and solar (25D) ended after December 31, 2025, even though LADWP's page still mentions a federal credit. A $145 smart thermostat rebate and a $75 SoCalGas heat pump rebate, which this post used to list, are not in what we could confirm. TECH Clean California and the federal HEEHRA program are fully reserved for single-family homes and take new requests on hold only. LADWP also does not serve Burbank, Glendale or Pasadena, which run their own utilities (Burbank).
Permits and timing
Most LADWP rebates need a final approved Los Angeles Building and Safety permit, a paid itemized invoice, and an application postmarked within 12 months of purchase. The attic program also wants dated before and after photos and covers only batt and roll insulation. LADWP can inspect before it pays. Program line: (866) 484-0433.
Common questions
How much does LADWP pay per ton for a heat pump?
$1,000 to $1,250 per ton ducted and $1,500 to $2,500 per ton ductless, by efficiency tier.
Can I combine the heat pump, insulation and EV rebates?
They are separate LADWP programs, so a single project can claim several. LADWP says you cannot get more than one rebate for the same product from more than one California utility program.
Is Burbank an LADWP city?
No. Burbank runs Burbank Water and Power, and Glendale and Pasadena run their own utilities.
Is there still a federal tax credit?
Not for 2026. The 25C and 25D credits ended after December 31, 2025.
