What insulation rebates pay in Spokane

We read Avista's Home Insulation Program page on October 6, 2026. The program has no income test, and approved installers take the rebate off your bill. Your home must use Avista electricity or natural gas for heating.

Income-qualified

Working it out

Avista gives its own example: a home with 1,200 square feet of qualifying insulation gets a rebate of about $2,100. That is 1,200 times $1.75. If an attic is 900 square feet and starts at R-11, the attic rebate is 900 times $1.75, or $1,575. Your real amount depends on the area the installer measures and the levels it finds.

Spokane's older homes

The US Census Bureau's American Community Survey (2020 to 2024) says about 68 percent of Spokane homes were built before 1980 and 26 percent before 1940. Only about 16 percent were built in 2000 or later. Older homes are the ones most likely to start under the R-11 line, because building codes asked for little insulation when they were built. About 64 percent of Spokane homes are detached houses and about 59 percent are owner-occupied, which are the homes the program is built for.

Still, being old does not guarantee a rebate. A previous owner may have added insulation. Avista says only 10 to 30 percent of homes in its area qualify based on existing insulation, so the free assessment is the step that tells you.

How the program works

You call one of Avista's approved installers, who come to your home for a free assessment. They tell you your current R-values, what upgrade is possible, your out-of-pocket cost and the rebate. If you go ahead, they do the work, and the rebate is applied up front. You do not file a form or wait for a check. Avista's list as of July 2026 has ten installers, with names, phone numbers and the services each offers, such as attic, walls, floors, crawl space and duct sealing. Get at least two assessments, because the same job can be priced differently.

Rules and limits to watch

You must be an existing Avista residential customer insulating your main home. Single-family houses, duplexes, triplexes and fourplexes count. New construction does not. Avista requires the starting and finished R-values in its tables, so adding an inch to an already insulated attic will not earn the rebate. The Washington table covers homes heated by Avista electricity or natural gas using an electric or gas furnace, a gas boiler, an electric wall heater, radiant heat, baseboards or a heat pump. If you heat with wood or oil, ask Avista before you plan.

How to claim Spokane insulation rebates

  1. Call an approved installer from Avista's Home Insulation Program page for a free assessment.
  2. Ask for the current and new R-values and the price after the rebate in writing.
  3. Ask about no-cost funding for Named Communities and the free Home Weatherization Program if your income may qualify.
  4. Approve the work and let the installer apply the rebate.
  5. Keep the final invoice and the insulation certificate.
