What Riverside Public Utilities pays
These figures come from RPU's weatherization rebate page, which we read on October 2, 2026. Only residential RPU electric customers qualify, and funding is limited. Rebates are calculated for the nearest R-value.
Attic insulation
10 cents at R-19, 15 or 20 cents at R-30 or R-38 and above.
Exterior wall insulation
R-13 or higher.
ENERGY STAR windows and glass doors
Window film (NFRC certified) and solar window screens (SHGC of 0.40 or less) also earn $1 per sq ft.
Fans, ducts and roofs
Whole house fan $100, solar attic fan $100 (two), electric attic vent fan $50 (two), duct replacement up to $150, cool roof $0.10 per sq ft.
What it adds up to
Insulating 1,500 square feet of attic to R-38 earns up to 1,500 x $0.20 = $300. Replacing 200 square feet of windows with ENERGY STAR units earns 200 x $1 = $200. A whole house fan adds $100. These are small against the cost of the work, so treat them as a bonus on projects you would do anyway for comfort.
Look at the R-value ladder
RPU pays 10 cents per square foot for R-19 attic insulation, and 15 or 20 cents for R-30 or R-38 and above. Going from R-19 to R-38 doubles the rebate per square foot, and it also does far more for comfort. Ask your contractor for the existing R-value and the finished one in writing, since the rebate is calculated for the nearest R-value, and ask which of R-30 or R-38 your attic can take.
Windows and shading are a hot-summer upgrade
RPU pays $1 per square foot for ENERGY STAR windows and glass doors, window film and solar window screens. In a climate where the average January low over 2015 to 2024 was only 6.8°C but summers run long and hot, keeping sun out matters more than keeping heat in. A solar screen is far cheaper per square foot than a new window and earns the same $1. Check that film is NFRC certified and screens have a solar heat gain coefficient of 0.40 or less.
Do the ducts too
RPU pays up to $150 to replace an entire duct system with insulated ducts of at least R-6. Ducts in a hot attic can lose a large share of the cooling you pay for, and replacing a heat pump without fixing them wastes part of the new unit's benefit. RPU also lists duct sealing with a blower door test, for older existing systems only. Ask your contractor to test the ducts first.
Your utility: Riverside Public Utilities
RPU's rates here are lower than the stand-alone attic rebate of LADWP at $0.50 to $0.75 per square foot (Los Angeles) but it covers windows, ducts and fans in one program. Apply by mail or email to RPURebates@riversideca.gov within 90 days of purchase, with proof of purchase and the supporting documents. Other money
The federal 25C and 25D tax credits ended after December 31, 2025. We found no comparable program from SCE for nearby cities. RPU's SHARE and Energy Savings Assistance options can cover free upgrades for income-qualified households, so check them before you spend.
How to claim an RPU weatherization rebate
- Confirm that Riverside Public Utilities is your electric utility.
- Measure the existing attic R-value and decide the target (R-19, R-30 or R-38).
- Have the work done, and keep the invoice with the square footage and R-value.
- For windows, film or screens, keep the labels showing ENERGY STAR, NFRC or SHGC.
- Complete RPU's application and send it with the receipts within 90 days of purchase.
- RPU verifies and pays the rebate.
