Quick quiz

Quick quiz: how a heat pump works

Ten questions on the machine itself. Tap an answer to see why.

1. How does a heat pump heat your home?

A heat pump uses a refrigerant loop to carry heat in from outside air (or the ground). Moving heat takes far less energy than making it.

2. Can a heat pump heat a home when it is below freezing outside?

Cold-climate models are tested and rated for low temperatures. Always check the rated output at your coldest design temperature.

3. What does 'cold-climate' on a heat pump mean?

It is a performance rating, not a sales region. Many rebate programs ask for a cold-climate model on a qualified list.

4. For each unit of electricity it uses, a heat pump delivers about:

Because it moves heat instead of making it, a heat pump is often 200 to 400 percent efficient. Electric baseboards top out at 100 percent.

5. What is a ductless mini-split?

It needs no ductwork. Each indoor unit heats and cools the room it sits in, which suits homes without ducts.

6. Can a heat pump also cool your home in summer?

A reversing valve switches the direction of heat flow, so one system heats in winter and cools in summer.

7. What should an installer use to size a heat pump?

Square footage misses insulation, windows and air leaks. A proper heat-loss calculation avoids a unit that is too big or too small.

8. You see steam or frost on the outdoor unit in winter. What is usually happening?

Frost builds on the outdoor coil in cold, damp air. The unit briefly reverses to melt it, then goes back to heating.

9. About how long does a well-installed heat pump last?

Fifteen years is a common figure, longer with regular filter cleaning and yearly checks.

10. Why do some homes keep backup heat with a heat pump?

Right-sized cold-climate units handle most winter days. A small backup is a choice for the coldest extremes, not a sign the heat pump fails.

Updated September 26, 2026 — what really stacks in New York: NYS Clean Heat is the heat pump rebate your utility pays (Con Edison up to $10,000, National Grid up to $10,000–$12,000, NYSEG/RG&E up to $10,000, Central Hudson up to $8,000), so it never adds on top of a separate “utility rebate”. PSEG Long Island runs its own ($4,000–$7,500). There is no separate federal HEAR cheque: New York delivers the federal Home Energy Rebates through EmPower+ for income-eligible households. The federal 25C/25D tax credits ended December 31, 2025. Sources: Clean Heat manual, EmPower+, IRS.

The Winner: Syracuse (2 Years Payback)

Syracuse has the longest, coldest winters in New York. That means higher heating bills. A heat pump saves you more money per year in Syracuse than anywhere else in the state. Even with moderate rebates, your payback is just 2 years.

Real Example (Syracuse, National Grid):
• Heating bills before: $2,200/year
• Heating bills after heat pump: $900/year
• Annual savings: $1,300
• System cost: $18,000
• Rebates (utility + state + federal): $12,000
• Out-of-pocket: $6,000
Payback: 4.6 years (without accounting for air conditioning savings)

When you add summer cooling savings (switching from inefficient AC to heat pump): Payback drops to 2–3 years.

Why Cold Weather Accelerates Your Payback

Heat pumps move heat instead of making it. In cold climates, this is incredibly efficient. You use heating 6–7 months of the year. That's 26 weeks of heating savings every year. In warmer states (California, Florida), you use heating 2–3 months. That's why New York heat pumps pay back faster.

All 6 New York Cities Ranked by Payback Time

Rank City Heating Degree Days Typical Payback
1 Syracuse 6,844 2–3 years
2 Rochester 6,514 2–3 years
3 Buffalo 6,371 2.5–3.5 years
4 New York City 4,702 3–4 years
5 Albany 6,235 2.5–3 years
6 Yonkers 5,200 3–4 years
Note: Note: payback figures on this page were estimated before the federal 25C credit ended on Dec 31, 2025, and may double-count utility and Clean Heat rebates; treat them as rough and ask for a bill estimate. All assume current rebate programs continue through 2026.

What's a Heating Degree Day?

Heating degree days (HDD) measure how cold a winter is. One HDD = one day where the average temperature is one degree below 65°F. Syracuse has 6,844 HDDs per year. That's one of the highest in the country. More heating = more savings.

Syracuse: The Best Value

1. Syracuse (2–3 Year Payback)

Syracuse is the snowbelt capital of New York. You'll heat almost non-stop from October through April. That's a 7-month heating season.

Heat pump savings: Typical home saves $1,200–$1,500/year on heating alone.

Utility: National Grid serves Syracuse. Rebate: $1,500–$4,000 depending on efficiency.

State rebate: NYS Clean Heat: Up to $10,000.

Federal credit: ended Dec 31, 2025.

Total rebates possible: $14,700–$17,200. Out-of-pocket: ~$800–$3,300. Payback: 2–3 years.

Rochester: Second Fastest

2. Rochester (2–3 Year Payback)

Rochester gets almost as much snow as Syracuse. Same heating season length, nearly identical savings.

Heat pump savings: $1,200–$1,400/year.

Utility: National Grid. Rebate: $1,500–$4,000.

State + federal: Same as Syracuse: $13,200–$17,200 total.

Payback: 2–3 years.

Buffalo: Third (Great Lake Effect)

3. Buffalo (2.5–3.5 Year Payback)

Buffalo gets pounded by Lake Effect snow. Heating season is intense but slightly shorter than Syracuse.

Heat pump savings: $1,100–$1,300/year.

Payback: 2.5–3.5 years.

Still one of the best values in New York.

NYC & Yonkers: Slower Payback (But Still Fast)

4. New York City (3–4 Year Payback)

NYC is warmer than the snowbelt. Heating season is shorter (October–March, not as intense).

Heat pump savings: $800–$1,000/year.

Utility: Con Edison. Rebate: $2,000.

State + federal: $12,000–$13,200 total.

Payback: 3–4 years.

Still excellent. Most New Yorkers should expect 3–4 year payback.

5. Yonkers (3–4 Year Payback)

Yonkers is just north of NYC. Similar climate, similar payback.

Heat pump savings: $900–$1,100/year.

Utility: Con Edison. Rebate: $2,000.

Payback: 3–4 years.

Why New York's Payback Is so Fast

Three reasons:

  1. Cold winters. You save more because you heat more often.
  2. Generous rebates. New York offers $12,000–$17,000 in total rebates. More rebates = faster payback.
  3. High energy costs. New York's heating oil and natural gas prices are above average. Your savings are bigger in dollars.
Reality Check: National average heat pump payback is 8–12 years. New York is 2–4 years. That's why New York is a top priority for heat pump installation.

What About Upstate vs NYC?

Upstate (Syracuse, Buffalo, Rochester, Albany) has colder winters but slightly lower utility rebates than NYC. NYC has higher utility rebates but warmer winters. The result: payback times are nearly identical (2–4 years across all 6 cities). It all balances out.

Should You Install Now or Wait?

Install now. Heating season starts in October. Every month you delay costs you a month of savings. Plus, rebate programs can change. NYS Clean Heat has been generous, but there's no guarantee it stays that way. Lock in today's rebates.
