How to claim it
- Complete the eligibility form on the Save on Energy portal
- Select a participating HVAC contractor
- Get mandatory pre-installation approval before work starts
- Installation is completed
- Contractor submits the post-installation application
- Rebate cheque arrives within 60 days of approval
Toronto's own financing program
Beyond the province-wide HRSP rebate above, the City of Toronto and Toronto Hydro run BetterHomesTO, which offers free energy coaching and connects homeowners with heat pump installers. Paired with it is the City's Home Energy Loan Program (HELP) — low-interest financing up to $125,000 for the remaining cost after your HRSP rebate. The City added an extra $20M to HELP in its 2025 budget, and a 2026 expansion is aimed specifically at low-to-moderate-income households (the City hasn't published a specific incentive amount for that expansion yet). This is financing, not a cash rebate — it's a loan you repay, separate from the HRSP dollar amounts above. It's worth knowing about if the upfront cost of a heat pump is the main barrier, since it lets you spread that cost out at a lower rate than most personal loans.
