Most coverage of California rebates focuses on LADWP (Los Angeles) or the Bay Area's various programs. The Inland Empire — Riverside, San Bernardino, Ontario, and Moreno Valley, all served by Southern California Edison (SCE) — doesn't get nearly as much attention. That doesn't mean the rebates are worse. In some ways, they're better positioned than the hype suggests.
What SCE Actually Offers
Through the TECH Clean CA program, SCE-territory homeowners can get around $3,100 toward a heat pump — a solid number. On top of that, disadvantaged community (DAC) and "hard-to-reach" area bonuses often apply across large parts of the Inland Empire, pushing real rebates higher for many households than the base number suggests. How That Stacks Up
Compare that to PG&E's Bay Area rebate of just $250–$500, and the Inland Empire's $3,100 base rebate looks considerably stronger — even before DAC bonuses are added. LADWP's rebate structure gets more press because Los Angeles is a bigger, more talked-about market, not necessarily because the dollar amount is better for a typical homeowner.
The Honest Caveat
SMUD, the Sacramento municipal utility, genuinely does offer a bigger base rebate ($3,000–$4,000 per ton) than SCE. So "Inland Empire is the best in the state" would be overselling it. But "Inland Empire is quietly one of the better deals, especially once DAC bonuses are counted" is a fair, accurate claim.
What to Do With This
- Check whether your specific address qualifies for a DAC or hard-to-reach bonus — ask your contractor or check the SCE marketplace directly.
- Don't assume a smaller media footprint means a smaller rebate.
