The programs that pay for a heat pump
There isn't one "heat pump rebate" in BC. There are several programs that layer on top of each other, delivered through your utility. Here's who pays what:
- CleanBC Better Homes — the main provincial rebate. This is the big one, and it scales with your household income.
- Your utility (BC Hydro or FortisBC) — delivers the CleanBC money and sometimes adds top-ups, depending on where you live.
- Municipal top-ups — a handful of cities (like Vancouver) add their own money on top.
- Federal programs — funnelled to lower-income households through the new Canada Greener Homes Affordability Program (the old Greener Homes Grant and Loan are both closed).
How much you'll actually get (the income tiers)
The CleanBC heat pump rebate isn't a flat number — it's tiered by household income. The lower your income, the more of the cost is covered. These are the general bands; your exact amount is confirmed by a required EnerGuide home evaluation.
Standard households: a few thousand dollars off, on the lower end of the $4,000–$16,000 range.
Moderate income: enhanced rebates in the middle of the range.
Income-qualified households (for example, a family of four earning up to roughly $57,200): up to $16,000 — often enough to cover the entire installation. This is the "free heat pump" program most people don't know exists.
On top of the heat pump itself, switching off gas or baseboard heat usually means an electrical panel or service upgrade — and there's a separate rebate of up to $5,000 for that. That's how the headline "$21,000" total comes together.
If you heat with oil, gas, or propane in the North
Homes north of 100 Mile House get extra money to get off fossil heat: up to $6,000 to replace oil heating with a heat pump, or up to $8,000 to replace natural gas or propane — on top of the standard CleanBC amounts.
