Most of our coverage focuses on California's five biggest utilities. But if you're served by a smaller municipal utility or electric co-op, you still qualify for real money — it's just organized at the state and federal level instead of through your utility bill.
Programs Open to Every California Homeowner
1. TECH Clean CA
This is a statewide heat pump incentive program, not tied to a specific utility. Your contractor applies for it directly. Coverage and amounts can vary by region, so confirm with your installer whether your address qualifies.
2. HEEHRA (federal, state-administered)
The High-Efficiency Electric Home Rebate program is a federal program, but in California it's run through the California Energy Commission. It's income-qualified and can cover a large share of electrification costs — heat pumps, electrical panel upgrades, water heaters, and more — regardless of which utility delivers your power.
3. Federal tax credits
Separate from HEEHRA, federal tax credits for qualifying heat pumps, insulation, and other upgrades are claimed on your tax return and have nothing to do with your utility.
